I enjoyed your write up. If distribution of coin supply matters, then 2020 is probably too late. Because given Jihan's market position & ZEC's emission curve, he will decide how the majority of coins will be allocated. A PoW change within 3-6 months should be the goal.

Thanks! And I don't disagree about 2020 being late, but the problem is that without long lead time it would be much harder to ensure competitive hardware availability...

....in which case my proposal is more about ensuring long-lasting fairness in future distribution (2020+) by (hopefully) structurally enforcing fairness via open IP and hardware collaboration. But it sacrifices time to get there. :-/

Your proposal is forward looking, I like it. You don't need to sacrifice time. You could add a near term PoW change, going back to GPUs. Then start working on the 2020 move to commodity ASICs.
