Why would numbers be held down? Are they waiting for stimulus to pass first? Ive become suspicious of everything this administration does. There's always some angle, some agenda

It probably has to do with people not actually being tested even when it's obvious they have it, so when they die, they weren't officially diagnosed, so don't count in the numbers. Same is true in Seattle. Lots of people dying of "acute respiratory illnesses."
