My i7-7700k (4.4ghz, corsair h80i) hits around mid 60's to 70 ~ ish during OW (sometimes spikes up to 75-80c when I minimise). is this normal? read it's a hot chip and I've had it for over a year without any issue but lately my game feels kinda micro stuttery

Have you checked the thermal paste lately? It doesn't last forever, maybe it could use a fresh application
