It’s a start, but the poorest are still disproportionately hurt. If you earn £10k a year, £100 is a lot. If you earn £50k then £500 not so much. But the poorest are also least able to financially weather custodial or community time. As usual, best plan is to raise the bottom up.

Point is, it currently doesn’t take that into account at the moment. So if you get a parking ticket for some of the rich it’s just the cost of parking there...

I agree with you however, for the purposes of discussion, I'll play devil's advocate: "People with little or no income are disincentivised to adhere to the law as the punishment, while proportionally fairer, no longer holds a value significant enough to discourage law-breaking."
