Fundamental problem with rails in the street. Safe streets mean low speeds. So fast transit means grade separation.

I’ve noticed if you don’t go and risk blocking the box at intersections like this, a right-turner will take that road space. You either block the box, or never move. Solution might be to ban rights on red at the most gridlocked intersections.
