Probably because there's not much of a campaign apparatus there. If your main goal is getting rid of Heinrich, voting for Johnson is a much better way to accomplish that. Rich is headed for a third place finish.

Johnson's voters would split between Heinrich and Rich, or not vote at all. Virtually every one of Rich's voters would prefer Johnson to Heinrich. As you say, Rich should drop out. If he did, Heinrich would lose, as he hasn't polled above 40% in a while.
