Because the current tax rate for those folks is 12%. So I am assuming they are considering lowering the next highest rate (22%) which does start until about $52k for individuals and $104k for couples.

That's almost certainly not true. A) A single filer making $50,000 with 2 or fewer children is ineligible for the EITC. If they have 3 children, their EITC is worth $29. B) A single filer without kids making $50,000 is likely to owe about about $4,300 in federal income tax.
