This is a bribe. What would be more interesting is how Novartis (and AT&T) classified those expenses in their financial reporting. If they called it consulting, and no real services were rendered, then you have tax fraud (legally) and a whole whack of shareholder issues.

True. Bribes are not tax deductible. Treasury Reg § 1.162-18. To misclassify this would be negligent and potentially criminal. And thats just the tax aspect.

Precisely. Bribes aren't, but real consulting would be. But, $50G/m of consulting? During the Net Neutrality debate, AT&T's merger, with the Prez's personal lawyer as the consultant? They better have some work product to back that up.
