The first part is somewhat understandable. The second part is a little worrying for me, though. Makes me think they’ll kill it off at some point very soon. I’d rather it’d be built into the Apple Music app.
Apple tells me iTunes will continue to exist in its current state on Windows, and the iTunes Music Store will be available in the sidebar in Finder on MacOS Catalina

so Windows users will be left with a version of iTunes that will never be updated then? or will the individual apps ever be made available? I'm mostly curious about how to continue syncing/backing up iPhones for non-Mac users.

I imagine Apple will continue to update iTunes on Windows to support new iOS versions and devices. Syncing and device backup will continue to work the same way it does today.

I hope they get rid of it for windows aswell. At 5000 songs this bloated mess is getting slower and slower. The functionality itself is great though I just wish it would have less bugs and better performance.
