The investigation, brought to life by visual storyteller @sohailal_jamea, illustrator @HandleyRachel and visual journalist @arbourtrary, has revealed design failures, shoddy construction, damage and neglect that lined up like dominoes to create a deadly chain reaction.

Ya know, this is why people aren't educated or informed by news. The issue isn't chard or complex. For nearly 10 years the property needed MAJOR repairs. And the condo owners were cheap and just delayed. Don't maintain concrete? It will erode and deteriorate. Simple.
