Close. Claimants shouldn’t be able to block monetization for 5 seconds of a 20 minute video though. The youtubers are making money off of their own work. 5 seconds of a 20 minute video do not equate to even a cent of revenue.

They don't have a direct financial incentive to claim videos now. They will still lock their videos if they are assholes but you can just not use their clip. Either ways it's not benefiting them atleast.
