    There’s a vote on a Bill that has a direct impact on Scotland’s NHS budget. Deemed EVEL, meaning Scottish MPs can’t vote. The Scottish Parliament may control the Scottish NHS, but they certainly don’t have a say in the control of the purse strings.

    And there it is. A government that Scotland didn’t vote for decided to have a referendum on EU membership. Scotland voted to remain in the EU in that referendum and Article 50 was invoked anyway.

    To be clear, I didn’t call a consultive referendum a “wildcat referendum”.

    I don’t think anyone is suggesting a “wildcat referendum”. But there is a persuasive body of legal opinion that Holyrood has the power to hold an advisory referendum. Whether that is correct would need to be tested in court.
