Can't speak for him, but a major issue in wildfire risk is forest mgmt and that we haven't let small natural fires burn and reduce kindling for later fires. Many forests are now set up for massive fires as result.

The sparks that set off fires are usually from people, no doubt, but the reasons for lack of controlled burns are pretty well-intentioned: don't want property damage, smoke and pollution from fires nearby, etc.
