As someone who worked as a dishwasher in a huge industrial kitchen: I do almost the exact opposite of this. You want to go big to small. You can store an infinite amount of silverware in a small area but pots, pans and baking dishes take up lots of valuable space
I have reasons! I soak the pots sometimes if they need it. And cups are the least likely to have goo on them, which would cloud by soapy water.

For home dishes the logic is solid. If you do pots and pans first the water is dirty instantly and you would need to do less dirty dishes in dirtier water. Restaurant kitchen is often just a spray down before going into a machine. You fill the big stuff first.
