"Because people aren't quite rational" can be a fair answer to why people *don't* do a specific thing, but not to why they do a specific other thing. Rationality constrains the set of likely actions.

Sometimes "Why do people do X?" means "Why don't the obvious reasons against X prevent people from acting on the obvious motivations for X?"

E.g., I think "Because people are irrational" is a reasonable answer to "Why do people eat one marshmallow today instead of two tomorrow?"
