Women are the fastest growing pop. in our mass incarceration system. To be clear rate of incarceration is not the same as total population (I wasn't inferring more women in prisons than men). Secondly that effect has been more pronounced in local jails not federal prisons, however federal dollars can still be used at the lcl lvl re: programming.
