In the past you might have had to care for them directly (could be better, could be worse) and also they would have died a lot sooner, obviating their need for care.

Right. But, there wouldn’t be much bureaucratic work involved, regardless. Presumably now in Finland the state has handles this reasonably efficiently and you don’t have to. Presumably in Singapore you can pay someone to do it reasonably efficiently (not an option here afaict).
