This kind of depression is tied to a lack of agency over the things that cause your emotions (including the emotional regulation itself). The purpose of meditation in such a case is to switch and bootstrap agencies for (meta)regulation.

Yes—meditation can also be powerfully useful as a way out of depression. But you need to know how to apply it, since done wrong it can make things much worse.

The subtly different practice of “finding the presence of awareness in the space surrounding thoughts” can lead the inherent non-conceptual luminosity of awareness to blaze forth and burn away the depression like the sun evaporating fog

I think meta types of meditation could be a gateway to this type of practice. Meta usually gives a bit more up front benefit & can fuel deeper practice.

Yes; or more generally methods that “point toward form” (as metta does) and/or that “focus on positive” (in Shinzen Young’s terminology).
