I’ve seen them all over the mountains in California and New Mexico.
What you’ve photographed has the look of parasitic plants like groundcones. I’m passing the image along to a friend who is a botanist.
Yes, I thought so too, since it’s fleshy and brown. This area—Tahoe—has two very interesting root parasites that I know about.
