Yes, that’s correct. Also “esoteric Buddhism” is a common term in East Asia that is ~ equivalent to “Vajrayana”/“Tantrayana.”

As far as I know, multi-armed deities are exclusively tantric (but that’s by induction; don’t think I’ve specifically read it

I don’t know if the Hindu deities had a lot of arms before they got tantra. Interesting question!
