@BigupDJ The hard part about a Stage 5 analysis is writing it to maximizes the likelihood that people in 3 and 4 recognize it’s not just 3.

@BigupDJ By definition people in stages 3 and 4 are not cognitively equipped to hear “the system doesn’t rule here” other than as stage 3.
