So, my current thinking is that consequentialism is correct as theory of axiology (what is good), but not as theory of ethics (what to do).

A theory of ethics is going to consist mostly of Schelling points that people hold each other and themselves to, defining limits of action.

Roughly, I'm tempted by a theory of ethics that is close to "folk" ethics, the kind of rules that ordinary non-phil people live by.
