where does one go about finding vajrayana gurus in the west? is it impossible? everything i've read/heard seems to be a complaint that they aren't around anymore

Well, the issue isn’t finding one—they’re a dime a dozen, every town has a Tibetan Center. It’s finding one with whom one can have a good enough fit that you can learn from them. (As Ken McLeod said.) That used to be difficult; for various reasons, it is now nearly impossible.

relatedly, in the absence of finding a good teacher do you think it would make more sense to attempt to reconstruct practices from texts or to simply go elsewhere to find a more living tradition?

If you wanted this badly enough, I guess I’d suggest checking out as many possible teachers as is feasible, to see if any of them do click; and then going somewhat further with one, or a few, to see what you can learn from someone with whom the fit is not very good.

For now, any teaching would need to be done by video, which means that teachers who have long had video practices could be good choices. @hokaisobol comes highly recommended by many people.
