@cory_foy points out, the people who work in disaster preparedness weren't allowed to be part of that collective decision. Pretty much anyone concerned with resilience was excluded. It's telling that the word "resilience" doesn't appear in the original essay. (Nor does the concept, so far as a quick scanning reread shows.) Given that resilience is the main thing "we" (as opposed to, say, South Korea post-SARS) failed to build, that's a huge blind spot. ...
