Dzogchen is taught mainly by the Nyingma, but not exclusively so. The Drukpa branch of the Kagyud School is noted for teaching Dzogchen, for example. So was the Great Fifth Dalai Lama, of the Gelug School, and the current Fourteenth DL has revived that tradition.

There is a large wing of the Geluk Party who see the elimination of Dzogchen as THE CENTRAL RELIGIOUS IMPERATIVE and their Eternal Holy Mission (going back to the 1600s at least).

Tbc, in Tarthang Tulku’s case, this is pure conjecture on my part. In the case of other lamas, I have stories only one degree of separation from the target.
