Hmm, I took him as saying that the Millenial right hasn’t managed to articulate a positive conception that’s credible enough to appeal to more than a small fraction of potential adherents. Maybe I misunderstood?

Happens all the time. All these tech people moved to San Francisco and are living out these imagined "SF values." Many of them don't even have personal values and opt to pick up whatever values their company claims to be putting forward in the real world.
