There are lots of cases in which the better theory explained fewer things (for a long time) but explained them in a better way.

Knowledge doesn't have a foundation so there can't be an ultimate criteria for this. David Deutsch's hard-to-vary criteria would be the best we have so far, IMO.

Real progress consists in discovering explanations whose superiority is so overwhelmingly obvious that no competent practitioner acquainted with them will advocate for any alternative. Lesser forms of progress are merely temporary and provisional.

Do you have evidence for how that's happened in the past? Because my reading of the history of science suggests that your "real progress" doesn't fit with the history of scientific progress.
