Intelligence itself is a general faculty of learning and planning. Specific high-bandwidth computations like vision processing need to be done by specialized hardware, but that's not what intelligence is about. GPUs out-compute CPUs, but CPUs are more important.

You're probably right that near-term progress measured by ability to do useful computations will be by analyzing the task and designing special solutions, but again it isn't exactly "intelligence" that you would be building with this process.
