the obstacle isn’t exactly clear to me either, which is why I’m optimistic. My understanding of his objection is rooted in eternalism: without a higher power to appeal to, why would you ever let a transgression go?

without a belief in some Moral Authority that will Right the Wrongs (..someday..), it effectively falls to you to Right them yourself (an eye for an eye becomes the optimal strategy)

You would need to have a secularist ideology that placed Forgiveness high on its list of values. I'm not aware of one of those, nor do I think one is likely to emerge because secularist thought leans towards notions of progress, which will tend to view forgiveness as reactionary.
