I think there are questions of meta-rationality here that are more subtle than "look at how these guys screwed up." Science inherently involves investigation of hypotheses that often turn out to be false. That's good behavior, not bad.

The question raised here is "how much investigation and, in a world of finite resources, to the exclusion of what other hypotheses?" You can argue that the NIMH became infatuated with a narrow set of approaches and pursued them for too long. No argument.
