It just smells of bad education to me. Where did the phrase even come from and why is it the standard?
like, it's what is taught to children and teenagers. It's not something scientists make up for themselves and teach at the level of post-secondary

“Nearly all” is just my anecdotal experience, which may be distorted by memory or atypical. Perhaps it’s also a generational thing? Indoctrination with 1950s philosophy of science may have been more prevalent when I was a student than it has been in recent decades.
I would suggest that it's because all most scientists know of the philosophy of science is a little bit of Popper and they're generally not interested in it enough to give it much thought.

Wait, “nearly all scientists” believe in the scientific method as taught in elementary schools? That has not been my experience at all. In fact I remember loads of conversations about how little it resembled our actual workflow (except as a metaphor) from when I was doing my PhD.
