Pretty much in the way that most tools of reasoning and rhetoric are - it's a very easy thing to accuse your ideological opponents of because there's no defence against against the accusation that can't be met with further accusations of signalling

So as a result it turns into a tool for knocking down people you disagree with rather than analysing the dynamics of behaviour and discourse. It's all very this is why we can't have nice things.

Don't like what someone says? Accuse them of virtue signalling! It got old really quickly. Saw the term used a lot this way even when the person really was invested (e.g., had put their money where their mouth was, had made other sacrifices).
