@YouTube when I livestream a video on my PS4 and I want to download the video to edit it, it makes me pay $16 a month just to download something I made. Why is this a thing? smh

Thanks for reaching out. You cannot download other people’s YouTube videos, but you can watch videos offline in the YouTube app if you have a YouTube Premium membership. Detailed info: https://goo.gl/mdwfjx . Hope it clarifies!
