You can't fight geometry. Transit capacity will be 15–20% of normal due to social distancing. If even a small portion of the 8,000,000 daily trips which won't fit onto transit is done by cars instead, the city will be utterly paralyzed.
The only way to fit those people is

Why not? Millions of people do it every day. The main danger comes from drivers and there's much fewer cars on the roads now

The cycle path in woodford new road has been half done. Nobody working there for the past 4 weeks even though workers had enough space to give each other 2 metres. As per what I saw is one in the small digger, one with a wheels Barrow and one flattening.
