At a "restaurant" in Salt Lake City you have to order food with a beer, when I was there last spring we went to a few places with a regular menu and then a secondary menu similar to this one
A lot of places have had that rule and found workarounds. In Sweden many years ago, they served food that everyone understood was not for eating, brought it back to the kitchen after a patron left, and served it again to the next drunk who also didn't eat it.

Same is happening here in SF. I'm happy for them to stay in business, but the rules seem ... arbitrary.
even in precendented times, I think most of our liquor laws could be considered "arbitrary." no sense in changing things now.
