The Americans say the rebels have no chemical weapons capability. The Russians say the Syrian military has no incentive to use chemical weapons.

For Assad, I do think breaking the back of population areas held by rebels using CW is a possibility. I don’t think it’s crazy to think he would do that. How easy is it for rebels to produce Chlorine gas and kill its own ppl?

I didn’t say it would be “crazy” to think Assad might use chemical weapons. But I do agree with the State department and the UN over Mattis on this that terrorists in Idlib can weaponize chlorine. And frankly I believe they have stronger incentives as well than Assad right now.
