    Almost exactly two years ago, I argued that the Senate filibuster needed reform—to force obstructionists to engage in an actual filibuster. The failure today of the bill to prohibit abortion after 20 weeks makes this more urgent than ever.

    This is *not* how language sensibly evolves: 1. People who misunderstand a word’s meaning misuse it. 2. Dictionaries bless the misunderstanding as a “secondary” meaning. 3. People then cite the dictionary to defend the misuse.
