I’m no expert, so correct me if you are, but it seems like lockdowns are inevitable in order to slow down the spread of #COVID-19, and it’s worse the longer they are delayed.
What is the reason a lot of governments still don’t impose them?

Because these strict lockdowns are not a permanent solution. It will look like the pandemic is going away but as soon as they lift the lockdowns the virus will be back and they would have to do a lockdown again.

The lockdown is not about getting rid of the virus as much as it is about delaying people becoming sick - so that hospitals can treat them. Think of it as managing a full board of 1/1 on turn 1 vs. the same board on turn 10.
