No, but you do have standing to sue. The courts can enforce. When your predecessor (Jane Kim) allowed the SFTMA to remove handicap access to our building's front door, we were told that if we didn't like it to sue to the City over it. At the time we didn't have the funds.

The lack of funds is not an issue for the BoS. If
@LondonBreed refuses to follow the law, file a lawsuit over it. At a basic level it's no different than Congress going to court over Trump refusing to follow the law.
