2/ FIRST: appeals to “Founders’ intent” are always, IMO, pretty silly, but they are completely ridiculous in regard to the EC.

3/ The EC *never* worked as intended. Founders’ themselves invented ways to coordinate around it. And it was overhauled in 1804.
