100% of ... is how many? Also, what do you mean "disguised"? I don't know how things set up, but is there a reason why a postal address might be legitimately used (homeless person)? I honestly don't know. And what is not on Election day meant to imply (all mail in)?

I think this shows limits of what you can do with data w/out context. We see things that may be troubling, but just as easily could be nothing. I do think it is legitimate as a means to tell you where to look and demand an explanation - but be open that there might be one.

Have you verified that these facilities do not have legitimate post office boxes. I know UPS stores have USPS mailboxes for people to rent.
