I can think of multiple films that utterly fail the Bechdel Test & have great, complex female characters. See Under The Skin, Before Sunset

Edge of Seventeen passes, though, and so does 20th Century Women. On the other hand, Eye in the Sky and Florence Foster Jenkins fail. Hmm.

No single test can be expected infallibly to reveal authorial intent, which is what really matters. One must care about female characters.
