Yes, absolutely. Roosevelt understood, and persuaded the country, that no game is worth playing unless it comes with a rule book, and referees, and a general consensus among players and coaches that maintaining the integrity of the game is more important than winning.

what surprises me is how deceptively hard it is to keep the peasants happy (so to speak). the alternative (storming the castle) is hard work and leaves little time for sex, drugs, and rock-and-roll. yet, keeping the game "fair" is clearly still a very contentious issue.
