The real question is, "Why do students perceive fractions to be hard?" Certainly a significant part of the problem is pedagogical -- perhaps most of it, in fact. But the most frequently neglected point is that people master even intrinsically difficult things *when they want to*.

Instruction in the arithmetic of fractions fails mostly because it seems not just frustratingly intricate but also pointless. The fascination and depth of the ideas gets buried under technicalities and prohibitions and "practice."
