Real progress consists in discovering explanations whose superiority is so overwhelmingly obvious that no competent practitioner acquainted with them will advocate for any alternative. Lesser forms of progress are merely temporary and provisional.
Do you have evidence for how that's happened in the past? Because my reading of the history of science suggests that your "real progress" doesn't fit with the history of scientific progress.
Newtonian celestial mechanics is a pretty good example. Not much pushback against the Newtonian explanation of the dynamics of the solar system -- not in his time, and not subsequently.
