The whole system of college admissions is broken. Even after decision-makers have imposed (unreasonably) stringent threshold SAT and GPA requirements, they're left with many thousands of applicants they cannot distinguish objectively. The choices they make then are arbitrary.

Of course universities don't want to acknowledge this explicitly; for to do so would endanger the tax advantages they enjoy as non-profit organizations. These depend, ultimately, on maintaining favorable public opinion, which corrupt and/or biased admissions practices undermine.
