Riemann surface theory was so inevitable that no one else came up with it -- Gauss struggled to, in vain, for decades. The Riemann-Siegel formula was a breakthrough when Siegel discovered it hidden in Riemann's nachlass -- some sixty-six years after Riemann's death.
