The attitude of the public toward expertise is indeed fascinating. Few would object to expert airline pilots or to expert cancer surgeons; fewer still would prefer their replacement with tyros, just to "shake things up." Yet expertise in foreign policy is somehow dispensable.

When the public lacks dramatic and salient examples of expertise in action, the public mistrusts experts. So experts must now undergo a marketing make-over; they must be made to resemble Sully, and their successes the Miracle on the Hudson, if they are to persuade and prevail.
