Big news means BIG positive news
This is a subjective aspect of day trading.
After you trade for many years you will learn that all news is not equal and the market likes certain kinds of news at certain times.
Understanding news and it's value to moving a stock is a skill set.

Now a small float is always a positive for day trading long because pumpers need to use less capital to pump the stock higher. When you see a Co dilute the amount of shares, offer more at a lower price, reissue etc.
