Is there a way I can tweet on one twitter page and have the tweet be seen on both pages? Note that my other smaller twitter page will always be private.

Only way would be to copy and paste the tweet I think

Maybe see if a platform like Tweetdeck, Hootsuite, etc has that option.

Can retweet main from private, but not vice versa

Yes, use IFTTT (if this then that) and set up a rule. Super easy, free, no code, should take 5 mins to complete.

Might work with IFTTT - it can automate other sites from Twitter so it may work with 2 accounts. Or it could be done with a custom script (Python or whatever) using the Twitter API
